How is your group going to interpret the words “Floral Frenzy?”
This has always been a FLORAL Parade so the first part of “Floral Frenzy” is a no brainer. But this year, we’re not just talking about a few petals here and there – we’re going for a full botanical takeover!
Colourful blooms everywhere, transforming the city into a petal-powered paradise! It’s not just a Parade – it’s a flower uprising!
FRENZY – a wild excitement. Here’s your chance to rebel against anything formal, ordered, neat and tidy. We want to see something creatively chaotic so let your imagination RUN WILD!
Think:
• movement and choreography, streamers, bunting, flags and bubbles
• engaging entertainment – happy music, acrobats and jugglers
• bright colours and chaotic patterns
• WILD flowers
And think BIG for impact – because Parade entries are seen from a distance!
You will need LOTS AND LOTS OF FLOWERS. In fact, at least 50% of your entry needs to be flowers and plants. You can grow your own flowers if you want, or order them from a local supplier. If you’re planning to grow your own, get those seeds in the ground soon!
Floral content can also be made from paper, synthetic or made from recycled materials! But remember, no glass or the use of single use balloons.
Of course, we encourage you to choose local whenever possible and recycle and repurpose what you can.
Remember every single person participating in the Parade MUST be in costume or some sort of themed outfit. It’s easy to dress a driver or a support person in bright, floral colours – a floral shirt, a hat, a wave and a big smile make a huge difference!

Once applications are confirmed, an invoice will be sent to each entrant for payment.
CORPORATE ENTRY
Corporate entries are ‘For Profit’ / Commercial organisations. This category is also open to a limited number of corporate groups from outside the immediate Toowoomba Regional Council area entered by other festivals, cities, councils or countries.
COMMUNITY ENTRY
Community entries are available for Not-for-profit organisations including community-based clubs, associations and groups. Charities will need to provide evidence of Charitable Status or Incorporation with this application. This category is also open to a limited number of community groups from outside the immediate Toowoomba Regional Council area entered by other festivals, cities, councils or countries.
The Toowoomba Carnival of Flowers office must receive all applications by 9 May 2025. Entries after this date will be accepted at the sole discretion of the Toowoomba Carnival of Flowers Parade Coordinator.
As there are a limited number of spaces available for participants in this year’s parade, submitting an application does not mean automatic acceptance. Upon receiving your fully completed form and attached documents, the Coordination Team will decide your eligibility. Your acceptance will be determined by your entry description, supporting information, the ability to meet the entry criteria and parade conditions of entry, and if applicable past performance in the Parade. All applications will be assessed, and successful applications notified no later than 16 May 2025.

Judging of your entry will take place while the parade is in progress. Parade winners will be announced on parade day at the conclusion of the Parade on the Toowoomba Regional Council float in Godsall Street Oval.

This year not-for-profit groups can apply for one of the limited Council float bases, in which you will also be provided a space by Council to build and decorate your base.
You can indicate you would like to be considered for a float base in the online application form.
If you wish to use your own workspace to work on the Council float base, you will be responsible for transporting your float to and from all destinations. This includes adhering to the guidelines provide by Queensland Police Service and Department of Transport and Main Roads for getting your entry to the parade starting point (TCOF team can help guide you through this process).
PROP FLOAT BASE HIRE CRITERIA
Being awarded a Council float base or prop by the Coordination Team is not guaranteed. It is based on your willingness to maximise your entry through creative consultation. The care of the assets is 100% your responsibility and the expectations are that you return all assets in the same condition you received them in.

When you enter you must choose a catergory. There are seven (7) categories you can choose from, please read the criteria for each prior to completing your application. The categories are:
Floats (Corporate or Community)
A visual display on a self-propelled float or trailer towed by a decorated vehicle , decorated with 50% or more floral and/or living matter. Floats are limited to one sign for advertising and need to rely on visual communication of their brand created in consultation with the Creative Advisor.
Walking Groups (Corporate or Community)
This category is open to all walking groups and marching bands and must address the Parade theme. The maximum number of walkers is 50, and all must be in fully themed costumes with floral elements. Marching and walking groups are permitted forward manoeuvres ONLY.
Creative Expression Entry Criteria
Encompassing puppetry, marionettes, costumed characters and visually delightful bicycle entries, the criteria requirements must be a fantastical floral delight.
Multicultural Celebration Criteria
A visual display representing and celebrating Australia’s cultural diversity. This category must include floral elements in costumes and props
Visiting Float Criteria
A float entry from outside the immediate Toowoomba Regional Council area. An strong element of floral theming must be added to the float.
WHAT DO I NEED TO DO…
Step 1: Read through all the information on this webpage! Outlined are the entry requirements and how you can access support from our Creative Advisors, Anna Battle and Mary-Kate Thomson, to help you achieve a high-quality entry to showcase your business or community group.
Step 2: Make an appointment with the Creative Team and attend. They will help you plan your entry and offer advice on how you can best represent your brand, mission and purpose while addressing the 2025 parade theme: “Floral Frenzy!”
Appointments can be face to face, a phone call or via Zoom. If you entered last year, you may elect either a 30 minute or 1 hour appointment. If your group is new to the Parade you will need to make a 1-hour appointment.
These appointments are a compulsory requirement of entry into the Parade.
Step 3: Fill in the online entrant application form HERE before they close at 2pm on 9 May 2025.
Step 4: The Toowoomba Carnival of Flowers office will then contact you to advise if your application has been accepted. All applications will be assessed, and successful applicants notified no later than 16 May 2025. The Toowoomba Carnival of Flowers and Grand Central Floral Parade Coordination Team’s decision will be final, and no correspondence will be entered into.
Step 5: Successful applicants will be provided with additional information regarding local supplier discounts, permits and regulations specific to your entry. This is dependent on what vehicles and structures etc will be included in your entry.
Step 6: The Creative Advisors will touch base with you again to check that you are fulfilling the Parade creative requirements.
Step 7: Purchase your materials and resources and commence building your float. Don’t forget to check out the Preferred Supplier Card for discounts!
Step 8: get creative and complete your decorations and entry elements.
Step 9: Participate in the MANDATORY Entrant Meeting on Wednesday 17 September 2025 at 5.30pm.
Step 10: Participate in in the Grand Central Floral Parade!
The Floral Parade Entrant Grant Program is developed with a philosophy of partnership, whereby Council provides funding to encourage, involve and support not-for-profit legal entities to make a positive and ongoing contribution to the region’s economic prosperity, community wellbeing and cultural life, through entering the Grand Central Floral Parade.

What TOOWOOMBA CARNIVAL OF FLOWERS (TCOF) will do:
• Assess whether an Entrant and their entry aligns to the criteria and core values of the Parade.
• Assess an Entrant on their creative concepts and production standard.
• Consult with Entrants to realise their creative potential.
• Work with an Entrant to maximise the impact to the audience.
• Work towards delivering a Parade that is designed to inspire, excite and captivate audiences.
• Communicate clearly and apply the same measures and treatment to all entries, including discussing any issues with your entry.
• Identify any elements that may require expert advice.
• Respond to queries in a timely manner.
What TOOWOOMBA CARNIVAL OF FLOWERS won’t do:
• Allow political messages.
• Allow illegal activities or ambush marketing.
• Allow messages that discriminate or may cause harm to others.
What TOOWOOMBA CARNIVAL OF FLOWERS expects from ENTRANTS:
• Participate and receive guidance and direction from the TCOF Coordination Team
• Adhere to criteria, sponsorship, operational guidelines, and instruction before and on parade day.
• Honour your agreement with us; your parade entry follows what is set out in your application.
• Attend compulsory briefings such as the Entrant Briefing Meeting
• All entries should set a high artistic standard with extreme use of floral aspects.
• The parade is a celebration that is nationally renowned and belongs to a creative and vibrant community. All entrants are expected to participate by contributing to the artistic and floral goals of the parade and help create an event with an extremely high standard.
• Show respect, listen and follow requests from TCOF staff and volunteers.
• TCOF is committed to increasing the standard and visual spectacle of the parade each year, to make this happen we rely on the participation and efforts of entrants to strive to enhance the overall look of the parade year in year out.
Please note: The Grand Central Floral Parade is designed as a safe space for participants from all aspects of our community.
Any inappropriate behaviour will not be tolerated and will result in an entry being removed from participating in the parade prior to the start of the parade.
To assist parade entrants, the Preferred Supplier Program is generously supported by several Toowoomba and regionally based suppliers offering discounts on materials used in the construction of parade entries. These businesses embrace the community spirit of Parade.
Each successful entrant will receive a preferred supplier list entitling them to discounts in the months leading up to the Parade. The discounts are at the discretion of individual businesses.
PAPER and RECYCLED FLOWERS
While we encourage the inclusion of real flowers and plant material in parade entries, paper flowers (and flowers made from other materials) can provide a cost-effective way to fill in the gaps.
Flower making videos (along with other helpful videos, including the use of polystyrene to make props), can be accessed via the Grand Central Floral Parade – Participants Community Facebook group.
POTTED FLOWERS
Toowoomba Regional Council is not able to provide not-for-profit organisations with any potted colour in 2024 due to changes within operational areas that support this initiative. Please discuss alternative ‘floral’ interpretations with the Creative Advisors. You may elect to grow your own flowers or contact Pohlmans (a preferred supplier) to order your potted colour. Orders must be in by mid-May if you have specific flower/colour requirements.

MARCHING BAND APPLICATIONS
Sound the trumpets and strike up the band! We’re looking for musical ensembles that can bring the beat to our parade! Whether you’re a school band, community orchestra, or professional outfit, get ready to create the soundtrack to our Floral Frenzy as you march through the streets of Toowoomba!

ENTRY CRITERIA
To ensure the quality of the event, all entries need to be of a high standard and meet the entry criteria developed by the Toowoomba Carnival of Flowers Parade Coordination Team. All bands should present a performance that is fun and enjoyable.
Band entries should incorporate forward maneuvering choreography and appropriately themed repertoire (where possible) to enhance the spirit of the Carnival. Floral theming of attire and instruments is encouraged and highly regarded.
What TOOWOOMBA CARNIVAL OF FLOWERS (TCOF) will do:
• Assess whether an Entrant and their entry aligns to the published criteria and core values of the Parade.

ITTY BITTY GRAND CENTRAL FLORAL PARADE
A special version of the iconic Parade takes centre stage in Grand Central with itty bitty versions of colourful and creative floats on display. Itty Bitty Grand Central Floral Parade entries are open to those groups that may find it hard to participate in the ‘big’ parade; we encourage educational facilities, disability and inclusion providers, not-for-profit groups and retirement or aged person homes to participate.
