The following criteria must be met for for all events submitting an application:

only be held during the Toowoomba Carnival of Flowers period (Fri 12 Sept - Mon 6 Oct 2025)

be operated/owned by an organisation based within the Toowoomba Regional Council area

be held only within the Toowoomba Regional Council area

not contain or include gambling activities

provide access to parking and toilet facilities for attendees. Additionally, access to food is highly desirable.
The Toowoomba Carnival of Flowers (TCOF) marketing package includes:
- a segment in the TCOF official program
- your event title listed in a social media tile of upcoming community events on the Toowoomba Carnival of Flowers Instagram and Facebook pages
- an individual listing on the official TCOF website with full details of your event and link to your event’s separate website or social media page
- listing on the Toowoomba Visitor Information Centre’s (TVIC) event calendar free of charge. This calendar is available at the TVIC and at Toowoomba Carnival of Flowers information hubs during TCOF
- Please note: community events marketing does not include reposting of social media posts by individual organisations or events to TCOF social media channels.
Toowoomba Carnival of Flowers consider events that have significant focus on fresh flowers/plants or floral displays, sales and interactions as a "floral event". These events are bursting with fresh floral features and are held specifically to complement Toowoomba Carnival of Flowers.
Holding your event in a park setting (without any other floral element) does not make your event eligible to list in the "Floral Event" category.
It is important that you select the correct option in your application to assist our team with the selection and approval process. Please use the information below to select the option best suited to your event:
OPTION 1: Floral Event, Not-For-Profit Organisation
Your event is operated by a not-for-profit organisation
Your event is only held during the TCOF period (not a recurring event througout the year)
Your event has a primary focus on Spring, flowers/plants or regional produce
Your event incorporates fresh flowers or live plants as a significant feature
Holding your event in a park setting (without any other floral element) does not make your event eligible to list in the "Floral Event" category.
OPTION 2: Floral Event, Business
Your event is operated by registered business
Your event is only held during the TCOF period (not a recurring event througout the year)
Your event has a primary focus on Spring, flowers/plants or regional produce
Your event incorporates fresh flowers or live plants as a significant feature
Holding your event in a park setting (without any other floral element) does not make your event eligible to list in the "Floral Event" category.
OPTION 3: General Event, Not-For-Profit Organisation
Your event is operated by a not-for-profit organisation
Your event is held during the TCOF period
There is not a significant focus on Spring, flowers/plants or regional produce
OPTION 4: General Event, Business
Your event is operated by a registered business
Your event is held during the TCOF period
There is not a significant focus on Spring, flowers/plants or regional produce
OPTION 5: Bus / Group Tour Company
Your event is operated by a registered business
Your tours are held during the TCOF period
There is a significant focus on Spring, flowers/plants, Toowoomba public and/or private gardens
We acknowledge that budget may play a considerable role in applying for our community event marketing opportunities, and we endeavour to keep our marketing fees affordable for everyone.
Option 1: Floral Event, Not-for-Profit Organisation $25
Option 2: Floral Event, Business $150
Option 3: General Event; Not-for-Profit Organisation $50
Option 4: General Event, Business $250
Option 5: Bus / Group Tour Company $250
Applications are accepted online through the link listed on the TCOF website. TCOF requires an official application to be submitted for all community events seeking to be included in the marketing.
Please note that space is limited, and the completion of an application form does not guarantee entry in Toowoomba Carnival of Flowers marketing opportunities. Final event inclusions are up to the discretion of Toowoomba Carnival of Flowers organisers. Priority is given to floral featured events; non-floral or non-spring related events are only accepted if room permits.
If your application is successful you will be required to pay the applicable marketing fee. It is estimated that community led events/activations promoted through TCOF marketing receive between $4,000 to $15,000 worth of promotional value. Toowoomba Regional Council proudly owns and operates Toowoomba Carnival of Flowers and is committed to heavily subsidising the costs of advertising for community events that enhance our Garden City image during Toowoomba Carnival of Flowers.
Toowoomba Regional Council will invoice your organisation if your application is successful. Promotion of your event will only be confirmed once the marketing fee has been paid in full.
All successful applications will be required to complete the attached Post Event Report and return it to TCOF within 10 working days of the event ending.
